Environmental Assessment Agency Burkina Faso towards independence

7278 - BUNEE GdG en KarimOuagadougou, December 2018. How to become a more independently operating environmental assessment agency? This was the topic of a recent workshop organised by the NCEA for staff of BUNEE (the environmental assessment agency) and the Worldbank. BUNEE decided upon a set of objectives and a corresponding work plan, which will guide them in the coming years.

More participation in ESIAs for water supply projects, Kenya

P1010652As part of the Develop2Build facility, the NCEA recently reviewed the ESIA reports for two Water Supply projects in Kenya. Although their differences, the NCEA also noted similar points of attention to be addressed in the final ESIA. For example, both ESIA processes should pay more attention to stakeholder engagement. Besides that it is a legal requirement, it also creates more support for the project and understanding of the impacts.

Dutch support for Ethiopia, role of the NCEA

ethiopiaAddis Abeba, 3-5 December 2018 - In the coming years, the Netherlands will implement an integrated programme in Ethiopia, in which food security, water resources management and environmentally and socially sustainable development will go hand in hand. To this end, the Dutch MFA, the Netherlands Water Partnership (NWP) and the NCEA jointly carried out a reconnaissance mission to Addis and Ziway. How can different projects together form one inclusive programme that leaves behind a strengthened institutional capacity in Ethiopia? A rich week of discussions, visiting partners and projects gave many insights to the NCEAs possible contribution in Ethiopia in the coming time.

Results COP’18 on Biodiversity:  SEA for mainstreaming biodiversity in energy & mining sector.

cop18 cbdOne of the results of  the recent Conference of parties on Biodiversity in Egypt is the adoption of Strategic Environmental Assessment as one of the mainstreaming tools, especially in the energy and mining, infrastructure, manufacturing and processing sectors. We are very happy with this explicit attention to added value of impact assessment. In the coming year we will be working on providing guidance on the implementation.

Review ESIA gas/liquid project, Senegal

senegal oil gasDecember 6, 2018 - The NCEA recently reviewed the ESIA for the gas-to-liquid project close to the Senegalese / Mauritanian border. One of our recommendations is to provide a better analysis of the cumulative impacts and consequences for the fisheries. The insights will also be used to inform a strategic environmental assessment for the sustainable development plan for the offshore oil & gas sector. The advisory review is in French.

Harmonisation of ESIA legislation in Central Africa

comifac mouBrussels, 27th November - COMIFAC and the NCEA are happy to announce they have signed an MoU for collaboration in the next three years. COMIFAC is an intergovernmental organisation in Central Africa that focuses on sustainable management of forests in the Congo Basin. Through this MoU, we will work towards harmonisation of ESIA legislation and the establishment of independent institutions for ESIA review.

Scoping advice SEA for development plan in the Sourou - Mali

sourou region3 December - The NCEA published a scoping advice (in French) for the SEA of an integrated planning process in the Sourou region. The Sourou region faces many challenges in the field of water resources, food diversity and biodiversity. In a unique process, local governmental entities have taken the initiative to develop an integrated development plan, supported by an SEA. The coming months the NCEA will continue to work with the local authorities in the integrated SEA and planning processes.

SEA for transboundary water issues in the middle east?

medrc dublinDublin, 27-29 November - How to deal with transboundary water governance? The Middle East Desalination Research Center (MEDRC) organised a technical expert workshop on this topic, attended by delegations from Israel, Jordan and the Palestinian authorities. MEDRC's mission is to contribute to peace and stability in the Middle East and North Africa by supporting the use of desalination and water reuse technologies for available, affordable, clean, fresh water. The NCEA was invited to present their international experiences with strategic environmental assessment (SEA) for development plans dealing with transboundary water issues.

Workshop: ESIA for tourism projects in Tanzania

tanzania tourismDar es Salaam, 26-28 November - With a growing tourism industry, sustainable tourism (project) development is a must. Therefore, the National Environmental Management Council requested the NCEA to organise a two-day workshop on environmental and social impact assessment for tourism projects. The same workshop was held in February this year for staff of the Zanzibar Environmental Management Authority. Since NEMC and ZEMA are dealing with similar issues, exchange of ideas and experiences is very beneficial for them both.
